Katie Roders Turner, M.P.H.

EXECUTIVE DIRECTOR

Katie Roders Turner is the Executive Director of the Family Healthcare Foundation, dedicated to connecting Tampa Bay residents to programs that improve healthcare outcomes, literacy, and mobilize community partners to support collective knowledge. Her work aims to increase equitable access to high-quality healthcare and reduce health disparities in the region.

Katie has nearly 20 years of experience in health and human services, focusing on policy, programmatic, and fiscal trends at federal, state, and local levels. She is passionate about ensuring equitable access to quality healthcare. Katie has been featured on NPR, CNN, ABC Action News, and WMNF.

Katie holds a Bachelor’s in Women/Gender Studies, a Master’s in Public Health, and is committed to community service. She is a Returned Peace Corps Volunteer, an alumna of the Global Health Fellows Program with USAID, and served in AmeriCorps. She also serves on several public health task forces and committees in Tampa Bay.

Michelle Ray, M.P.A., M.S.M.

DEPUTY DIRECTOR

Michelle Ray brings 20 years of expertise in Program and Project Management to her role as the Director of Operations of The Family Healthcare Foundation. She has curated a portfolio of expertly executed projects at federal, state, and private sector agencies. Her professional experience is complemented by a Master’s Degree in Project Management from the University of South Florida, a Master’s Degree in Public Administration from George Mason University, and Bachelors of Science degrees in Political and Social Science from Florida State University.

Most recently, Michelle led the administration of federal and state contracts focused on statewide enrollment efforts for the State of Florida’s Children’s Health Insurance Program and the Health Insurance Marketplace in her role as the Program Manager at the University of South Florida’s Florida Covering Kids and Families within the College of Public Health. Michelle’s belief in equitable access to quality healthcare for all individuals and passion for community service, are the catalyst for her continued work to reduce health disparities with a strategic focus on the Tampa Bay region.

Michael Aloian

DIRECTOR OF FINANCE

Michael Aloian brings extensive expertise to the Family Healthcare Foundation (FHF) as the Director of Finance. Starting at 16, he worked in his father’s tax accounting firm, which ignited his lifelong commitment to financial stewardship and social impact. With a Bachelor’s in Accounting and Finance from the University at Buffalo, Michael aims to leverage strategic financial management to drive positive community change.

He oversees all fiscal operations at FHF, ensuring financial integrity through budgeting, reporting, and audits. Michael’s attention to detail fosters the organization’s growth and stability, supporting FHF’s leadership and promoting collaboration.

Outside work, Michael enjoys spending time with his family, boating, home improvement, camping, and traveling. His dedication to financial stewardship and social impact drives FHF’s mission to be the trusted leader in Tampa Bay for equitable access to high-quality healthcare.

Amar Vora, M.P.H.

QUALITY ASSURANCE SUPERVISOR

Amar Vora is the Quality Assurance Supervisor at The Family Healthcare Foundation. With many years of nonprofit experience in the Tampa Bay area, Amar is dedicated to providing resources and support to those in need. His passion for helping others drives his work, ensuring individuals and families access the healthcare services and assistance they need to improve their well-being.

Brandy DeLeon-Orozco

HEALTH BEGINS NOW NAVIGATOR II
Brandy DeLeon-Orozco joined the Family Healthcare Foundation in 2024 as a Health Begins Now Navigator, focusing on Social Determinants of Health. A lifelong resident of South Shore Hillsborough County, Brandy has over 20 years of experience in healthcare, assisting physicians and interacting with patients. Previously, she worked as a dedicated Social Services Specialist, providing support to individuals and families in need. In her free time, she enjoys offering arts and crafts workshops at her church, traveling, and spending time with family.

Brenda Luna

PROGRAM COORDINATOR
FOCUS: SAFETY NET SERVICES
Brenda Luna, with over a decade of experience in the medical field, excels in facilitating connections between individuals and vital resources. Fluent in both English and Spanish, Brenda’s bilingual proficiency allows her to effectively assist a diverse range of individuals. Her unwavering passion for helping others is evident in her dedication to making a positive impact. In her leisure time, Brenda finds joy in reading, cooking, and indulging in her love for dancing.

Claudette Jones

HEALTHCARE NAVIGATOR

Claudette Jones joined the Family Healthcare Foundation as a Healthcare Navigator in Hillsborough County in 2023. A lifelong Tampa resident, she is passionate about helping individuals in her city obtain health insurance and necessary coverage. Claudette enjoys outreach and educating people about available community services. Before becoming a Healthcare Navigator, she worked in the nonprofit sector, providing services to individuals with intellectual and developmental disabilities.

Derek Anderson

OUTREACH SPECIALIST & HEALTHCARE NAVIGATOR

A lifelong Tampa resident, Derek has worked for the Family Healthcare Foundation since 2015, shortly after graduating from the University of South Florida with a Bachelor’s in International Relations. He earned his Master of Arts in Sustainability in 2023. Derek works primarily in Pinellas and southern Hillsborough Counties. On weekends, he enjoys kayaking in Tampa Bay or walking along the St. Pete Pier.

Elsa Rodriguez

PROJECT SUPPORT SPECIALIST & HEALTHCARE NAVIGATOR

Elsa Rodriguez began working as a Healthcare Navigator in 2013 at the launch of the Health Insurance Marketplace. Prior to this role, her extensive nursing experience led to various management positions within the health insurance industry. She developed and managed teams focused on disability claims, provider disputes, and advocating for underserved communities with Medicaid and Medicare coverage in both non-profit and for-profit sectors. Elsa is passionate about helping people live healthy lives and teaching self-sufficiency for a purposeful life.

Eva Villas-Boas

PROGRAM COORDINATOR
FOCUS: FEDERAL & STATE PROGRAMS
Eva began her career in Healthcare Navigation as a Certified Application Counselor in New Hampshire at the launch of the Health Insurance Marketplace in 2013. In Florida, she developed community partnerships in Polk County as a Healthcare Navigator at a local Winter Haven hospital from 2014-2019. Now a Program Coordinator for the Family Healthcare Foundation in Polk County, Eva has expanded brand awareness through community engagement. She also helps Portuguese-speaking residents navigate the U.S. healthcare system and plans international travel.

Imph Dorelus, B.S.

CONNECTING KIDS TO CARE NAVIGATOR

Imph is proud to have graduated from the University of South Florida with a degree in Health Science. His dedication to helping the Tampa Bay community is evident in his progression from clinical to community-focused roles. He aspires to continue this work with the Family Healthcare Foundation, where he joined in 2023. Imph has been commended for his exemplary customer service in social service settings, reflecting his commitment to making a positive impact in the community.

Isabela Solis, M.P.H., M.A.

CONNECTING KIDS TO CARE SUPERVISOR

Isabela graduated from the University of South Florida with a Master’s in Public Health and Applied Anthropology. With nearly 5 years of experience in non-profit organizations, she is passionate about connecting people to programs and services that improve access to care. Isabela is interested in health policy and its impact on consumers and work in Tampa. Fluent in both English and Spanish, she is dedicated to linking the community to resources and helping navigate the healthcare system.

Jennifer Tayler

PROGRAM COORDINATOR
Jennifer Tayler leads community engagement, outreach, and consumer assistance for the Family Healthcare Foundation in Pinellas County, Florida. A pioneer Affordable Care Act Navigator, she became certified in 2013 at the launch of the Health Insurance Marketplace. Joining the Foundation in 2021, Jennifer has over 25 years of experience in financial assistance and healthcare navigation, including as a Program Coordinator for BayCare Health Systems. She excels in training new Navigators and partner agencies, making complex health policies accessible.

Jorge Masson, M.P.H.

PUBLIC AFFAIRS SPECIALIST & CONNECTING KIDS TO CARE NAVIGATOR

Jorge earned a Master’s Degree in Public Health from the University of Kentucky, specializing in Health Policy. With a strong passion for healthcare access and policy, he uses his expertise to help others navigate the complexities of the healthcare system. Jorge is dedicated to making health services more accessible to individuals, empowering them to understand their options and make informed decisions. His goal is to bridge the gap between policy and healthcare, ensuring better health outcomes for all.

Karla Navas

HEALTHCARE NAVIGATION SPECIALIST

Karla has previously worked as a social worker with experience supporting at-risk children, pregnant mothers in high-risk situations, and individuals with disabilities. She is familiar with available community resources and has a deep sense of patience and compassion for the communities she serves. Karla is dedicated to making a positive impact, ensuring vulnerable individuals receive the care and support they need to thrive in difficult circumstances.

Kathmanda Edwin

HEALTHCARE NAVIGATOR

Kathmanda Edwin started as a Healthcare Navigator at the Family Healthcare Foundation in 2024. She assists students, staff, and others at the USF Student Health and Wellness Center by helping them navigate affordable health insurance options. With a focus on ensuring access to healthcare, Kathmanda provides valuable guidance to those seeking affordable health coverage, supporting the well-being of individuals in need.

Laritza Larguardia Lopez

CONNECTING KIDS TO CARE NAVIGATOR

Laritza Laguardia Lopez joined the Family Healthcare Foundation with a passion for providing social services and community resources to vulnerable populations. Originally from Cuba, she understands the importance of helping families navigate complex systems to support their children. Laritza earned a Bachelors in Computer Science from the University of Informatic Sciences in Cuba in 2010 and is excited to contribute her skills and enthusiasm as part of the Family Healthcare Foundation team.

Loveline Lestage

CONNECTING KIDS TO CARE PROGRAM COORDINATOR
Loveline LeStage brings 10+ years of experience in healthcare navigation and social services across Tampa Bay, plus a background in education and psychology. Before joining the Family Healthcare Foundation in 2019, she worked with Pinellas County, United Way Suncoast, and Manatee Schools. As Program Coordinator for Connecting Kids to Care, she ensures Navigators help families at all seven Children’s Board Resource Centers. Loveline is passionate about connecting families to healthcare and enjoys family time, movies, and Caribbean cruises!

Luis Rodriguez

HEALTH BEGINS NOW PROGRAM MANAGER
Luis Rodriguez is the Program Manager for the Health Begins Now Program, with over 20 years of experience in human services and nonprofit program management. He began as a case manager and has since launched and expanded successful community programs. A bilingual communicator and public speaker, Luis has built a strong network in Tampa Bay since 2010. He enjoys working with diverse populations, including seniors, youth, and individuals with disabilities, and is committed to ensuring equitable access to resources for all.

Lynnette Lacy

CONSUMER EXPERIENCE SUPERVISOR

Lynnette Lacy began as a Healthcare Navigator in 2013, with the launch of the Health Insurance Marketplace. Before this, she worked as a nurse and in the nonprofit sector, supporting individuals with intellectual and developmental disabilities. Lynnette is passionate about helping people access health insurance and the healthcare they need, ensuring they receive the coverage and care necessary for their well-being and quality of life.

Maria Jimenez

SENIOR PROGRAM COORDINATOR
Maria Jimenez is an Affordable Care Act (ACA) pioneer who began her career as a Health Insurance Marketplace Navigator when the law was implemented. She has extensive experience helping individuals, families, and small businesses navigate healthcare options, including local safety-net programs. A native Spanish speaker in Tampa for 15+ years, Maria has built strong community relationships and is a Certified Health Insurance Marketplace Navigator. She is a 2017 American Dream Award recipient and active community volunteer.

Marwa Elraby

HEALTHCARE NAVIGATOR
Marwa Elbadry is an experienced professional specializing in assisting refugees with resettlement in the United States and has many years of experience in client services. She has been both a teacher and an interpreter in the medical field as well as in nonprofit organizations. Fluent in both English and Arabic, Marwa is able to support and connect with a diverse range of individuals. She is passionate about helping others and giving back to the community. In her free time, Marwa enjoys visiting the beach, exploring nature, working out, and spending time with family.

Melissa Escalante

HEALTHCARE NAVIGATION SPECIALIST

Melissa joined the Family Healthcare Foundation in 2019, bringing valuable patient navigation experience from her two years in a hospital setting. She has since helped hundreds of families, served as a spokesperson for Spanish media outlets, and trained new staff members. Outside of work, Melissa enjoys beach cleanups and exploring Florida’s natural beauty. Her dedication to both her work and the environment reflects her commitment to helping others and preserving the community.

Nuria Ramos

HEALTHCARE NAVIGATOR II
Nuria Ramos is dedicated to helping people in the Tampa Bay area. She previously worked as a Family Support Worker, empowering parents of young children through education and community support. As a Healthcare Navigator, she helps families navigate healthcare options and has played a key role in piloting the Health Begins Now Program, focusing on Social Determinants of Health. She holds a Bachelor’s in Administration with a concentration in Marketing from Interamerican University (PR) and has volunteered extensively in local communities.

Taralynn R. Norman, A.S

HEALTH BEGINS NOW NAVIGATOR II
Taralynn Norman began her career as a Customer Service Representative, helping consumers navigate the Health Insurance Marketplace and Medicare. She also worked as an emergency room registrar. In 2022, she graduated with an Associates in Healthcare Navigation and Liberal Arts from Hillsborough Community College, recognized for Academic Excellence in Public Health. Currently pursuing a B.S. in Public Health at USF, Taralynn joined the Family Healthcare Foundation as a Health Begins Now Navigator, empowering participants to improve their social health determinants.
